Yup, it's possible to get another blue Porygon. You can't choose, though, because it's random. You can get the 12 main hues from the Adoption Center...but only those. The other colors have to be bred for.

IF you claimed an egg in the event and found all 20 does that mean you get two celebiis?

No, just the colorless one. ^^; maybe I should have clarified that xD

To be honest, it's kinda undecided. I figure that its your choice whether you want the one of a random color or the colorless one so long as you get all 20 eggs. :3

I'll definitely consider it. I mean there's a crap ton of prizes all in all anyhow, so I figured that if anything it would be satisfactory. We will see how many people end up finding all 20 eggs and I'll decide from that. :>

Thanks! also I did claim the two pokemon i finished since the bank opened. Unless I was suppose to claim the gible line as well.
