Unfortunately, yes. The DS Network was supporting the fourth generation games. Now that it is down, the GTS and all Wi-Fi services are down too.

To hatch your eggs faster, have a Pokemon with the ability Flame Body or Magma Armor in your team. It will halves the number of egg cycles needed to hatch your eggs. :)
