It's not everywhere here, but some people don't like people using the restroom unless they buy something. I can see why because some places people only do wrong there. Like at my work. People take things in there and try hiding things on their person. We had people try to take knives out of their packages and hide it. Some gone horribly wrong and....made a mess. Latest one I found. Someone took something sharp all along the top of the counter where the sinks are in the women's restroom and scratched the surface from one complete end to the other. People are just awful and cause things like "pay to use the bathroom." Then again I remember now that I think about it. As a kid I saw some backend gas station restrooms where you could buy condoms or tampons from some machine right in the bathroom. Oddest things you can find in restrooms sometimes.
Yeah I can see pros and cons to both. They had attendants in most of the public bathrooms I had to pay in, who I guess cleaned up and made sure that no one wrecked anything. But on the other hand if people don't have change they might just go anywhere and make a bigger mess. xD
