Max decided on secretive training on Route 22, or at least apparently. Markus saw him leave in the general direction, west of Viridian. West of Viridian was a special place to all Kantonesian Trainers, of course, as that was where the League was.
Route 22 itself was the way to the league, of course. There was only one way through league-Victory Road, which in and of itself was only accessible via Route 23, and that was only accessible via route 22. Right before Victory Road were the Kanto-Johto border crossroads, serving as a neutral ground between Kanto and Johto as well as the gateway to Mount Silver on the Johto side (which was really dangerous). Most importantly, beyond the dangers of Victory Road, the Pokemon League laid in wait.
Yeah, something was up. Probably some weird champion thing. Champions were kind of weird in general, as if they were hiding something.
Even if something wasn't up, Markus would have gone there anyways, in a simple and basic attempt to grab Pokemon that he didn't own before and make up for his inability to do so on Route 1. Unaware of Alice's intent, or that Max and Blue would be fighting, he basically bee-lined to the route, after getting his Pokemon healed.

The prideful dragon he caught, that was Typhoon. Dragons were usually related to natural disasters, Typhoons were natural disasters. It worked in his head, at least.
In any case, he ventured straight into the grass, ignoring the brick road for now. He wouldn't be seeing Max's and Blue's fight, or even know it happened unless a Pokemon was suddenly sent into his face, which in and of itself was unlikely. He was a great distance away. Couldn't even see it, or Alice herself for that matter.
He wanted a flying type, he had heard too much about transport with Pokemon and he did not want to be left behind on the ground. He wasn't a fast runner in any stretch of the imagination.
