Well, if BB had escalated to the point of Emerald, then we'd already have encountered cities with their entire population wiped out. There was Cerulean, but I don't think that was as bad as some of what has happened in Emerald. Knowing what has happened in Emerald, I wouldn't be surprised if the entire region ends up like cerulean.
