Because without transforming, it can do nothing but sit there.

It also cannot actually transform without revealing its true colors first, especially the ones like you with ditto faces after transformation/possession, so it's hard to trick people or pokemon as a ditto.

Your tail still appears when you transform. Touch it and POOF you're back to normal.
