Since Wayne is starting off Resurgent Red with an Eevee and Zorua in addition to the Charmander as a starter, for storyline purposes, could I say he was given the Eevee and Zorua as a result of helping someone or were found as lost Pokémon (just so there's a storyline reason for them to be in his possession)? The Eevee is 25 points, so I already understand that Wayne can't use the Eevee anyway until he gets at least the first badge. It's only the Zorua at 15 points that he would be able to use right from the start.

Anyway, if I goofed up somewhere, please let me know, I'll be happy to fix things and make it right.
Yup like Max said, even though you've got those Pokemon through events, you don't get them straight away in the story. You have to wait for the story mod to work them in, basically like a wild Pokemon appearance. Then you can claim them in the story and once that happens, you put them in your stats and post in the Pokebank!

So yeah the Event Claim thread is there for that reason - as a holding place until the Pokemon is given to you in the story!

If you're really lucky, @Rival Max won't make you wait a whole year before giving you the Shiny Eevee you claimed ;) *hint hint*
